This guidance document is to the supplement of English Pupils (ELs) with problems in english-language skill (ELP) exams under Titles I and III of the Basic and Secondary Education Work of 1965. as amended (ESEA ). These are tests designed to measure ELs’ improvement in obtaining English language skill. Work of Simple and Extra Education (OESE) conducts the ESEA and also the Office of Special Education and Rehabilitative Services (OSERS) manages Element B of the People With Disabilities Education Act (CONCEPT ). OESE and OSERS are issuing the direction to help states and LEAs understand how Component B of the IDEA and Brands I and III of the ESEA handle the addition of ELs with disabilities in annual condition ELP assessments. The 2014 assistance was amended by the 2015 Addendum.
